It's pretty damn clear that SilverAsh flirts. Plenty, if not a lot. Despite the amount, he's still overshadowed by Dr. Hana, his target, who likes to flirt with anyone. He flirts to see her flustered reaction, but almost nothing fazes her. She's both good at giving and receiving it. Flirting and teasing is like breathing to her, she doesn't even have to think.
When he flirts, she either flirts back at least twofold or "twists" his words. Her response either makes him flustered, just annoys him, or both at the same time. She knows how to attack very well, so sometimes his words backfire [see: Melancholy 1] and makes him embarrassed or regrets it instead. Occasionally, when he wants to flirt, Dr. Hana beats him to it by saying it first.
You'd expect him to learn a lesson or two, as they've been together for so long, and that's why he doesn't flirt as much - but no! He just can't stop himself. His competitive nature doesn't let him to give up so easily and sometimes, he ends up victorious, so he can't just give up without putting up a fight. He already relented on following many of her whims, he can't go down any lower than this.
At other times, sparks of competition REALLY fly between them (they started as rivals and they're still naturally competitive). They will flirt each other back and forth until the end of the world if they get to that point. The loser is the one who stops first out of embarrassment (spoiler: it's usually SilverAsh).
Every now and then, his words "backfire" in a good way - making her actually and genuinely happy instead of embarrassed. That reaction is unexpected so he's usually taken aback, but it's not unwelcome. In fact, he admits it isn't bad, so he takes it as a win. A win-win situation for the both of them.
